(Godzilla sits still and lets Loki do what he must. Using magic requires concentration and the better they can hold it, the better the spell will be. And he'd rather not mess up this spell in particular. It's a strange feeling, being the direct focus of a spell like this, but the reminders of the ocean are welcome. He loves the ocean. Maybe he'll go for a swim later.
